Roy A. Phinnemore Award

Kappeler received the Roy A. Phinnemore Award for furthering the cause of construction health and safety through committee service, developing practical accident prevention procedures, and implementing those procedures in the field.
Kappeler has devoted more than 26 years to the Ontario Masonry Contractors Association (OMCA) and 14 years to the region's labour-management health and safety committee.
As OMCA president, Kappeler introduced the Performance Index Safety Award to encourage advances in health and safety. The award has become a measure of excellence for members of the OMCA on a personal and business level.
As general manager of Kappeler Masonry Corporation (KMC) in Waterloo, he has been an active member of the Masonry and Allied Trades Labour-Management Health and Safety Committee since it began. He chaired the subcommittee instrumental in establishing the maximum loading guidelines for masonry scaffolding.
KMC's policy depends on everyone's participation in a "safety culture." This includes daily five-minute safety talks for the entire workforce. At weekly safety meetings, topics are presented, then opened for discussion. Daily work area reviews consist of a walk-through by a site-selected employee to ensure that safety is part of every task. An on-site certification program has been initiated for the proper use of lifting platforms and powder-actuated tools.
The company has become an outstanding example of accident prevention at work. It has achieved the OMCA's Category 1 Safety Award for eight out of the last ten years.
To ensure that everybody goes home at the end of the day, Dick Kappeler has made health and safety a part of his personal and business life.
Gil Samson Award
On behalf of the Timmins Committee, Bob Burey (left) receives the Samson Award from Gil Samson, Jr.The Timmins Regional Labour-Management Health and Safety Committee received the Gil Samson Award for outstanding initiatives in construction health and safety in 1999.
This relatively new committee in the labour-management network has taken an active interest in regional and industry-wide issues. Members have addressed regulation review, guidelines for mobile refuelling, and health and safety training for out-of-province employers.
The Timmins Committee furthered the cause of accident prevention through several initiatives. Members presented the local fire department with almost $5,000 collected toward the purchase of emergency rescue equipment. The committee sponsored a well-attended Small Contractor Awareness seminar for construction employers and also participated in the local Home Show. These activities raised the committee's profile in the community and extended the reach of its construction health and safety message.

The Samson Award includes a charitable donation in the name of the winning committee. The Timmins committee has directed its donation to the Timmins District Hospital Foundation.
